Procedure for Making Payments via Bank Cards

This page sets out the public offer governing bank card payments on iApply.org, including accepted payment systems, payment procedures, data protection, and refund policy.

This document, in accordance with Articles 367 and 369 of the Civil Code of the Republic of Uzbekistan, is an official public offer (hereinafter referred to as the “Offer”) that defines the procedure for making online payments via bank cards for users (hereinafter referred to as the “User”) on iApply.org (hereinafter referred to as the “Platform”). By accessing or using the Platform, the User fully and unconditionally agrees to the terms of this Offer.

2. General Provisions

2.1. iApply.org is an international education platform operated by TA’LIM PORTALI LLC. The Platform accepts online payments from users for services related to submitting applications to foreign and domestic higher education institutions.

2.2. Payments are made in accordance with the legislation of the Republic of Uzbekistan and international financial standards, regardless of the User’s country of residence.

2.3. The Platform provides users with a convenient, fast, and secure payment option.

2.4. Payments are made in the national currency of the Republic of Uzbekistan (UZS). For international payments, currency conversion is carried out according to the rates of the payment systems.

2.5. The Platform operates in accordance with the current legislation of the Republic of Uzbekistan, including the Civil Code, the Law “On Protection of Consumer Rights,” and the Law “On Personal Data.”

4. Step-by-Step Payment Process

  • 4.1. The User selects the required service on the iApply.org platform and clicks the “Pay” button.
  • 4.2. The User is redirected to FreedomPay’s secure payment page.
  • 4.3. On the payment page, the following card details must be entered:
  • Card number;
  • Name of the cardholder;
  • Expiry date;
  • Three-digit security code (CVV2 for VISA, CVC2 for MasterCard).
  • 4.4. After entering the card details, the User is redirected to a special page of their bank. There, the User must enter the 3D-Secure confirmation code sent by the bank via SMS or mobile application.
  • 4.5. After the payment is successfully completed, the User is provided with an electronic receipt.
  • 4.6. After successful payment, the service is provided immediately or within the specified period.

Important: The three-digit security code (CVV2/CVC2) is located on the back side of the card. The User must not disclose this information to third parties.

5. Security and Data Protection

5.1. Payments are protected through SSL/TLS (Secure Socket Layer / Transport Layer Security) encryption protocols.

5.2. Card data entered by the User is not stored on iApply.org servers — it is processed directly through FreedomPay’s secure system.

5.3. The Platform strictly complies with PCI DSS (Payment Card Industry Data Security Standard) security requirements.

5.4. The latest security mechanisms of VISA, MasterCard, HUMO, and UZCARD systems are used.

5.5. The confidentiality of personal and financial data is protected in accordance with international requirements, including the General Data Protection Regulation (GDPR) of the European Union.

5.6. Only authorized employees whose duties require it have access to the data.

5.7. The security system is regularly checked and updated.

6. Refund Policy

6.1. Application fees and commission fees are generally non-refundable. Non-refundability applies in the following cases:

  • If the application is rejected by the educational institution;
  • If the application is cancelled by the User;
  • If the application is withdrawn by mutual agreement of the parties.

6.2. The commission fee is intended to cover the Platform’s technical expenses (bank commission, payment system service, international transfer, and currency conversion) and is non-refundable under any circumstances, regardless of the outcome of the application.

6.3. A refund is possible only if the service was not provided due to the Operator’s fault or if the payment failed because of a technical malfunction.

6.4. Refunds are made only to the card from which the User made the payment.

6.5. The refund period usually takes 5–10 business days, in accordance with the internal rules of the bank and payment system.

6.6. To request a refund, the User must contact support through the contact details provided in Section 12.

7. User Responsibility

7.1. The User undertakes not to disclose their bank card details to third parties.

7.2. The User must maintain the confidentiality of the credentials for accessing their Personal Account (login and password).

7.3. The Platform shall not be liable if the User enters incorrect or false information.

7.4. The User shall be personally liable for any damage caused by failure to maintain the confidentiality of their Personal Account data.

7.5. After successful payment, the service provision process continues in accordance with the terms of the iApply.org Offer.

8. Protection of Personal Data

8.1. The User’s personal data obtained during the payment process is protected in accordance with the legislation of the Republic of Uzbekistan and the Law “On Personal Data.”

8.2. The Operator does not store full bank card details during financial transactions. All payments are securely processed by licensed payment providers such as FreedomPay, Payme, and Click.

8.3. The User has the right to access, update, request deletion of, and restrict the processing of their personal data. For this purpose, they may contact info@iapply.org by email.

9. Dispute Resolution Procedure

9.1. If any dispute or disagreement related to payments arises, the parties shall resolve the dispute through mutual negotiations.

9.2. If the parties fail to reach an agreement through negotiations, the dispute shall be resolved by the court located at the Platform’s place of business in accordance with the legislation of the Republic of Uzbekistan.

10. Amendments to the Offer

10.1. The Operator has the right to make unilateral amendments to the terms of this Offer.

10.2. Amendments enter into force from the moment they are published on the Platform’s official website.

10.3. Users shall be separately notified of significant amendments by email or through the Personal Account.

10.4. If the User does not agree with the amendments, they may stop using the Platform and delete their profile. Continued use of the Platform shall be deemed acceptance of the new terms.

11. Final Provisions

11.1. This Offer shall be governed by and interpreted in accordance with the legislation of the Republic of Uzbekistan.

11.2. If any part of the Offer is declared invalid by a court, this shall not affect the validity of the remaining parts.

11.3. For matters not covered by this Offer, the parties shall follow the applicable legislation.
